A Social Impact Assessment is a process of research, planning and the management of social change or consequences (positive and negative, intended and unintended) arising from policies, plans, developments and projects. The core focus of an SIA is on the important impacts of projects and developments beyond the impacts on natural resources. Examples of social impacts include-

  • People’s way of life – that is, how they live, work, play and interact with one another on a day-to-day basis.
  • Their culture – that is, their shared beliefs, customs, values and language or dialect.
  • Their community – its cohesion, stability, character, services and facilities.
  • Their political systems – the extent to which people are able to participate in decisions that affect their lives, the level of democratization that is taking place, and the resources provided for this purpose.
  • Their health and well-being – health is a state of complete physical, mental, social and spiritual well-being and not merely the absence of disease or infirmity.

SIA is much more than the prediction step within an environmental assessment framework. Social impacts are much broader than the limited issues often considered in EIAs (such as demographic changes, job issues, financial security, and impacts on family life). A limited view of SIA creates demarcation problems about what are the social impacts to be identified by SIA, versus what is considered by related fields such as health impact assessment, cultural impact assessment, heritage impact assessment, aesthetic impact assessment, or gender impact assessment. The SIA community of practitioners considers that all issues that affect people, directly or indirectly, are pertinent to social impact assessment.

SIA is used to predict and mitigate negative impacts and identify opportunities to enhance benefits for local communities and broader society. Central to the principles and practice of SIA is the involvement of affected communities and other stakeholders in the process.

SIA is essential prior to planning and executing large infrastructure projects that has public utility. SIA is also essential while seeking environmental clearances for industries.

SIA calls for close collaboration with community members, as well as other stakeholders and experts. This usually covers the following specific areas to identify impacts and mitigation measures. The research enquiry and interaction involves-

  • Community and stakeholder engagement
  • Workforce management
  • Housing and accommodation
  • Local business and industry content
  • Health and community well-being.

Primary and secondary data collection with affected and impacted communities is carried out to assess the positive as well as negative impact of the said project/ intervention. It involves stakeholder consultation and intensive dialogue.

The duration varies based on the scope and length of the project as well as the geographical expanse and the extent of communities involved. Usually, it takes about 4-6 months to complete the SIA.

Social research is the systematic method of discovering new facts or verifying old facts, their sequences, interrelationships, causal explanations, and the natural laws which govern them. Social research is based on logic and empirical data and observations. Social Research helps in understanding and documenting the changes over time, provides insights about the causes and consequences, and it helps plan and decide on future strategy.

Audial visual documentation uses story telling as the medium of presentation. Hence after initial research and data gathering; the team will work on the script, best suited medium, language to be used and then after approval of the plan from the client will go ahead with the assignment.
